San Joaquin County Board of Supervisors Partners with SPCA and APL to Expand Low-Cost Spay and Neuter Services

The San Joaquin County Board of Supervisors has approved the allocation of $6,000 to subsidize spay and neuter vouchers for County residents. This initiative, in partnership with the Animal Protection League (APL) and the San Francisco SPCA, aims to address pet overpopulation and promote responsible pet ownership.

"San Joaquin County continues to struggle with pet overpopulation, leading to overcrowded shelters and increased euthanasia rates," said Paul Canepa, Chair of the San Joaquin County Board of Supervisors. "Responsible pet ownership begins with spaying and neutering. These programs cut down on unwanted litters, lower veterinary costs, and create a ripple effect of healthier communities and happier pets."

The vouchers will be available to San Joaquin County residents for just $20 per surgery, with the remaining cost covered by the San Francisco SPCA’s pilot start-up program—a collaboration expected to deliver an estimated $180,000 impact to the community. A total of 300 vouchers will be distributed, split between APL and the Board of Supervisors and must be redeemed within 45 days.

"The SPCA's matching donation boosts the Board's investment, helping us offer low-cost spay and neuter services to more low-income residents," said District Four Supervisor Steve Ding. "With the Animal Protection League leading the effort, this initiative makes the most of taxpayer dollars by reducing shelter overcrowding, cutting euthanasia rates, and encouraging responsible pet ownership."

This latest funding builds on the Board’s 2024 commitment of $50,000 to establish the APL Free/Low-Cost Spay & Neuter Clinic & Wellness Center, the first of its kind in San Joaquin County. Since its launch, the clinic has performed over 3,300 spay and neuter surgeries, significantly contributing to reducing pet overpopulation.

With the Board’s approval, the $6,000 in funding will be made available to APL for voucher distribution. County residents seeking assistance should stay tuned for further details on how to obtain a voucher.
