City of Stockton Accepting Applications for Boards, Commissions, and Committees

The City of Stockton is accepting online applications on the City’s Boards and Committees Vacancies webpage. The following opportunities are available:
City of Stockton Arts Commission
A fifteen (15) member Commission to encourage, promote, and sponsor projects and programs that further the growth and public awareness of the visual, performing, and literary arts in Stockton; to offer organizational and promotional assistance to artists and art organizations; and to advise the City Council on the artistic and cultural development of the City. The City is seeking to fill six (6) upcoming vacancies to begin immediately, and end December 31, 2027. The term of service is four (4) years, with two (2) term limits. Members meet the first Monday of each month at 5:30 p.m. Applicants must be a resident of the City of Stockton. There is no remuneration.
California Correctional Health Care Services Citizens’ Advisory Committee
A two (2) member board that serves to improve the public’s understanding of correctional programs, influence correctional directions, and suggest means to improve and participate in inmate programming. The city is seeking to fill two (2) vacancies to be filled. The term of service is two (2) years. There are no term limits. Required membership composition: (2) persons from nominations submitted by the Assembly member in whose district the prison is located, (2) persons from nominations submitted by the Senator in whose district the prison is located, (2) persons from nominations submitted by the city council of the city containing or nearest to the institution, (2) persons from nominations submitted by the county board of supervisors of the county containing the institution, (1) person from nominations submitted by the Chief of Police of the city containing or nearest the institution and the county sheriff of the county containing the institution, and (3) persons selected by the Warden including one who is a victim of a crime or a representative of a victim's organization. Applicants must be residents of Stockton. There is no remuneration.
Community Development Committee
A seven (7) member Committee that acts as an advisory body to the City Council, studies Housing Department data to determine recommended ongoing project funding levels, reviews Department of Housing and Urban Development applications for Community Development funds, and meets with area residents to analyze activities, needs and community support for newly designated areas. The city is seeking to fill one (1) vacancy to begin immediately upon appointment and end June 30, 2027. Term of service is four (4) years with a two (2) term limit. Members must reside in the same district as the appointing Councilmember, with the exception of the Mayor’s appointee. It is desirable that members reflect the ethnic balance of the community. Meetings are held as needed or quarterly at a minimum. There is no remuneration.
Charter Review Advisory Commission
A seven (7) member Commission that serves as an Advisory body that reports to the Ad-Hoc Charter Review Committee. The Commission is given by the City Council a specific scope of work, concrete deliverables, and a time schedule for project completion that coincides with certain scheduled upcoming elections. The City is seeking to fill one (1) vacancy to begin immediately upon appointment, and end December 31, 2026. The term of service is four (4) years, with two (2) term limits. Applicants must be a resident of the City of Stockton. There is no remuneration.
Cultural Heritage Board
A nine (9) member Committee that acts to promote and preserve the community's historical, architectural, aesthetic and cultural resources, identify sites and districts with historical significance, promote the Award of Excellence program, conduct surveys and inspections to accomplish these objectives, advise City officials and other bodies in such areas, and generally encourage and sponsor events of a cultural nature. The city is seeking to fill two (2) vacancies to begin immediately upon appointment. Term of service is four (4) years with a two (2) term limit. To the maximum extent possible, the Board shall have at least one (1) member from each of the following categories: One (1) member having extensive real estate experience in the City; One (1) member having extensive experience in the construction industry; One (1) member being an architect licensed by the State; One (1) member being a historian; One (1) member being a professional archaeologist; and One (1) member being a resident of the City for over 40 years. Meetings are held on the first Wednesday of the month at 5:30 PM. There is no remuneration.
Measure A Citizen’s Advisory Committee
A seven (7) member committee that perform the duties set forth in the City of Stockton Transaction and Use Tax Ordinance for the Citizens' Advisory Committee, including: at the close of each fiscal year, review the actual expenditures for Measure A to ensure tax proceeds are expended for the purposes set forth in the applicable ballot measure, inform the public concerning the City's expenditures of the tax proceeds, present an annual written report to the City Council, each year, in a public session to include: compliance, verification that amounts collected were expended for the purposes collected, progress implementing Marshall Plan on Crime and hiring 120 more police officers and other investments, and Committee's proceedings and activities for the preceding year, prepare and present a budget recommendation to the City Council, each year, in a public session, and review applicability and whether the City has supporting evidence and appropriate findings for the sunset or extension of the sunset of the tax. The city is seeking to fill one (1) vacancy to begin immediately upon appointment and end January 31, 2026. Term of Service is four (4) years with a two (2) term limit. Applicants must be at least 18 years of age, reside within the city’s geographic boundary, not hold an office incompatible with service on the Committee, and the Committee may not include any employee or official of the City or any vendor, contractor or consultant of the City. Members meet as needed. There is no remuneration.
Measure W Oversight Committee
A seven (7) member Committee that assures appropriate use of Measure W sales and use tax and presents an annual report to the City Council. The City is seeking to fill four (4) vacancies to begin immediately upon appointment. Term of service is for two (2) years with a two (2) term limit. Members meet as needed. Applicants must be at least 18 years of age, reside within the City’s geographic boundary, and not employed by, contract, consult, or do any business with the City of Stockton. There is no remuneration.
Planning Commission
A seven (7) member commission to administer the General Plan with the goal of providing a better urban environment for all to enjoy. One of the Commission's major functions is the preparation, adoption and interpretation of a comprehensive long-range General Plan which serves as a guide for orderly, responsible development of the City and any land outside its boundaries that affect planning of the City.
The Commission serves as an advisory body to the City Council and makes recommendations to the City Council on the General Plan, zoning, code changes, specific plans for streets and highways, redevelopment plans, and conformity of capital improvements with the General Plan. The city is seeking to fill one (1) vacancy beginning immediately upon appointment and ending January 31, 2027. Term of service is four (4) years with a two (2) term limit. Applicants must reside in the same district as the appointing Councilmember, with the exception of the Mayor's appointee. There is remuneration of $25 a meeting not to exceed $150 per month.
Strong Communities Advisory Committee
A seven (7) member Committee to annually review revenues and expenditures from the Strong Communities Fund, established by Ordinance 2016-06-07-1212 to provide second, independent verification to City's annual audit of the fund and to confirm all expenditures of Strong Communities funds were made as represented in the ballot ordinance to Stockton residents. The Committee may also make recommendations to the City Council regarding those expenditures. The City is seeking to fill two (2) vacancies to begin immediately upon appointment. Term of service is for two (2) years with a two (2) term limit. Applicants must reside within the City's geographic boundary and must be at least 18 years of age, except for the ex-officio member. The Advisory Committee may not include any employee or office of the City, or any vendor, contractor, or consultant doing business with the City. There is no remuneration.
Water Advisory Group
A seven (7) member advisory group advising the Council Water Committee on current and future water issues impacting water, wastewater, and storm water utilities for the City of Stockton, including the review of the Department of Municipal Utilities Monthly Operations and Maintenance Report. The city is seeking to fill five (1) vacancies to begin immediately upon appointment and end January 31, 2025. The term of service is four (4) years with a two (2) term limit. The Advisory Group meets twice quarterly, in the first two months in each quarter. Members must reside in one of the Stockton Municipal Utilities' three utility service areas. Required membership composition: each member's term coincides with the term of the Council Member or Mayor that nominated the member. There is no remuneration.

City offices are open Monday through Thursday, 8:00 a.m. to 5:00 p.m., and every other Friday, 8:00 a.m. to 5:00 p.m. City offices are closed every other Friday and on observed holidays.
