Stockton Seeking Qualified Nonprofit Developers and/or Service Providers for Property Acquisition Leading to Affordable Housing

The City of Stockton Economic Development Department has issued a Notice of Funding Availability (NOFA) to announce approximately $2,300,024 in funding from the annual Federal Community Development Block Grant (CDBG) and up to $2,251,500 of 2023 Pro-Housing Incentive Pilot (PIP) Program funds for the purpose of property acquisition and rehabilitation that will lead to the development of affordable housing. This NOFA supports the City’s US Department of Housing and Urban Development (HUD) Consolidated Plan top priorities, which include the preservation, improvement, and expansion of the supply of decent affordable housing for lower income households. Eligibility and requirements include:
- Nonprofit Housing Developers
- Nonprofit Housing and/or Homeless Service Providers
- Real property voluntary acquisition and rehabilitation
- Properties must be within the city limits of Stockton, CA.
- Acquisition and rehabilitation of single-family residences and/or buildings to be converted to affordable housing.
- Acquisition and conversion of existing structures for the expansion of existing housing operations (e.g., acquisition of a property adjacent to a site currently providing housing or related program services).
- Acquisition and rehabilitation of multifamily property of not more than 7 housing units (2 to 7 units).
Interested nonprofit affordable housing developers or nonprofit Housing and/or Homeless Service Providers are requested to submit a letter of interest and proposal to the City of Stockton Economic Development Department for consideration of potential acquisition proposals. Letters with proposals will be accepted from July 29, 2024, to August 26, 2024, by 4:00 pm.
At the City’s discretion, the City may re-open the NOFA and accept additional applications. Letters of interest must be submitted on an organizational letterhead and signed by a duly authorized representative of the organization.
To be considered for this funding opportunity, a project application must be submitted via the Neighborly Software portal.
