City of Stockton Earns State of California Prohousing Designation

City Prohousing Pilot Program Provides $2.37 Million in Funding

STOCKTON, Calif. – The City of Stockton has been awarded the “Prohousing Designation” from the California Department of Housing and Community Development (“HCD”) and has received $2.37 million in funding for a Prohousing Incentive Pilot Program.

“The City of Stockton is one of only 22 municipalities to earn the Prohousing Designation – out of 539 eligible cities and counties,” said Mayor Kevin Lincoln. “This is a tremendous honor and recognition of the progress we have made through strategic planning, policies and actions to increase housing availability within the city.”

To earn the Prohousing Designation, cities and counties must demonstrate they are promoting equitable housing by enacting Prohousing policies, including but not limited to streamlining multifamily housing development, up-zoning in places near jobs and transit, and creating more affordable homes.

The California Department of Housing and Community Development specifically identified the following City of Stockton actions as policies that help increase housing within the city:

  • 100% density bonus that exceeds State standards,
  • allowance of duplexes “by-right” in single-family residential zones,
  • streamlined project reviews, and
  • the Citywide Affordable Housing Development Fee Exemption Program, which reduces the financial burden of developing affordable housing.

The Prohousing Incentive Pilot Program funding will be used to launch:

  • an Accessory Dwelling Unit (ADU) Navigator,
  • a Developer Training Academy, and
  • the acquisition and rehabilitation of scattered site housing for unhoused residents or people at-risk of homelessness.

City Manager Harry Black shares the significance of the Prohousing Designation. “This designation is important, because it reinforces the City’s commitment to combating the housing crisis, increases opportunities for State funding under the Prohousing Pilot Incentive Program, and provides Stockton projects a competitive advantage when applying for additional grants.”
