Request for Letters of Interest from Qualified Development Partners Seeking Match Funds for Potential Homekey Projects for Homeless Individuals or Families in Stockton

STOCKTON, Calif. – The City of Stockton receives state funding for homeless housing development through California’s Housing and Community Development (HCD) and the Interagency Council on Homelessness’s Homeless Housing, Assistance and Prevention (HHAP) Programs.

The State of California is expected to release round 3 of its Homekey initiative funding in Spring 2023. Homekey projects must provide housing for individuals and families who are experiencing homelessness or who are at risk of experiencing homelessness and who are inherently impacted by or at increased risk for medical diseases or conditions due to the COVID-19 pandemic.

The City is seeking one or more partners in the development of a Homekey project application or other one-time homeless housing grant programs issued by the State. Selected partners may be eligible for matching funds through the City’s HHAP homeless housing funds.

  • Up to $1.5 million is available in HHAP project funds for qualified projects.
  • Up to $600,000 in HHAP funds is available for qualified housing projects serving homeless youth and young adults.

Projects must be in the City of Stockton and address housing for homeless individuals. A complete list of eligible uses of funds is available at www.stocktonca.gov/housing#Homekey.

Interested partners are asked to submit a succinct letter of interest to the City of Stockton’s Economic Development Department to discuss potential Homekey or related one-time homeless housing development projects. Letters will be accepted on an open and rolling basis, until closed. Letters of interest must be submitted on organizational letterhead and signed by a duly authorized representative of the agency.
