Parents by Choice is proud to announce the official closing of escrow on the historic Ruhl Building, marking the beginning of a transformative new chapter for Downtown Stockton. This acquisition reflects the organization’s growing investment in the community and builds on the successful redevelopment of Courthouse Plaza at 306 E. Main, completed in 2020.

In partnership with Pacific Development Group, Parents by Choice will now begin the process of reimagining the Ruhl Building as a hub of opportunity—offering housing for transition-aged youth and fostering spaces for social enterprise, mentorship, and local economic growth.

“We see tremendous potential in this project—not just in what it will mean for Downtown Stockton, but for the young people and families whose lives will be changed by it,” said Joe Michael, CEO of Pacific Development Group. “We’re honored to work alongside Parents by Choice to help bring this vision to life.”

The successful closing of escrow was made possible through the outstanding work of Mahala Burns of the Burns Group, whose professionalism and perseverance were instrumental in navigating the complexities of the real estate transaction.

This major milestone would not have been possible without the unwavering support of the City of Stockton, which provided critical funding for the building’s purchase. “We are deeply grateful to the City for believing in this project,” said Tony Yadon, CEO of Parents by Choice. “This investment isn’t just about a building—it’s about building futures, creating access to opportunity, and shaping a community that values every young person’s potential.”

A Bit of History

Constructed in 1903, the Ruhl Building was funded by F.A. Ruhl. The upper floors were originally used as a Druids’ meeting hall, while the lower floors housed the Stockton Paint Company, a clothing store, and a retail grocery store.

Over the years, the Ruhl Building became home to a variety of businesses and organizations including union offices, a dance studio, luggage shop, beauty shop, Peckler & Giovanessi Shoes, and Mead’s Red Cherry Bakers and Restaurant. This building appears on both the 1917 and 1950 Sanborn maps, with retail spaces along the street and a “lodge hall” noted in the rear—an enduring symbol of its civic and commercial role in Stockton’s history.

With the purchase now complete, design and planning work will soon begin. Parents by Choice and Pacific Development Group are eager to collaborate with community members and civic partners to ensure that the Ruhl Building's next chapter honors its past while forging a bold future for youth who need it most.
