November 3, 2026 Midterm Election

At the August 27, 2026 Board Meeting the Greater Stockton Chamber of Commerce Board of Directors unanimously voted to take the following positions on the Propositions below that will appear on the November 3, 2026 Midterm Election Ballot.

Proposition 1 - NEUTRAL

The Stockton Chamber recognizes the need for affordable and veterans housing but has concerns about authorizing $11.25 billion in additional state bond debt.

Proposition 3 - OPPOSE

The Stockton Chamber opposes making the existing temporary income-tax increase on high-income earners permanent, citing concerns about California's tax burden, competitiveness, and long-term fiscal policy.

Proposition 40 - OPPOSE

The Stockton Chamber opposes imposing a one-time 5% tax on billionaire wealth, citing concerns about capital flight, business investment, asset valuation, and California's economic competitiveness.

Proposition 42 - SUPPORT

The Stockton Chamber supports prohibiting new state taxes on the ownership of financial assets and other personal property, providing greater taxpayer protection and predictability.

Proposition 43 - SUPPORT

The Stockton Chamber supports requiring two-thirds voter approval for certain local government taxes, ensuring broader public consensus before those taxes can be imposed.

Proposition 44 - OPPOSE

The Stockton Chamber opposes requiring certain nonprofit community health clinics to spend at least 90% of annual revenue on specified health care services, citing concerns about operational flexibility and additional regulatory burdens.

Proposition 45 - SUPPORT

The Stockton Chamber supports streamlining environmental review and legal challenge procedures for qualifying projects to reduce delays and facilitate housing, infrastructure, and economic development.
